The rags of the world still believe New York City to be the center of our world so it is still target #1.
If they have two devices, DC is the official seat of the Great Satan, so DC is target #2.

I almost posted Chicago as #3. There were some indicators back in 2001 that the rags wanted to hit the Sears Tower too. Harder to do with a container ship, but a semi-trailer from Mexico does the same thing.
