"IRS WILL BE CHARGED WITH LEAVING FINES......" I get so disgusted with the headings that are put on articles by jounalists. When I saw this I thought they were charging the IRS. It should read IRS PUT IN CHARGE OF LEAVING FINES. I think everyone has it wrong here....isn't it LEVYING fines?
