How fast is a bullet traveling if it was fired, say, twenty degrees off of vertical? (A third of the muzzle velocity of a 7.62X39 is STILL 700 feet per second, at 1000 yards. Look up a ballistics table.)

You certainly flunked physics. If fired at 20 degrees off of vertical it could never hit a roof until it had expended all of its ballistic energy and simply fallen at terminal velocity.
