Of course, the Medal of Honor recipient must be nominated by someone in the candidate's chain of command or by a Congress Critter and voted on by a special act of Congress before the 'resident can present it - which is almost always done posthumous. Almost all of which I would be highly offended to see - except for the last part: given posthumously
