The key bills would form the Delta Stewardship Council, a seven-member committee appointed by the governor and Legislature. The council would be charged with adopting a plan by 2011 to restore the delta, while assuring more reliable water supplies...”
THEY EXPECT TO ADOPT A PLAN BY 2011!!! Beyond words.
