Example: Russian military uses lots of chain-link fence. Something odd about the chainlink. The wire has to be twice as thick as what we use. I asked why? They explained that the chain-link makers have a quota based on weight, not length and the lack of competition and price-fixing led to thicker wire. The manufacturers just have to create enough to prevent imports.
