The Governors of the States that pass 10th Amendment support laws need to stand together. When the feds threaten one of the States, the others need to stand up in support.
We need to be aware of what the feds are doing, and what they are thinking of doing. We should locate a sympathetic federal judge (a gun owner) before anything starts to "go down".

Delay tactic: If the feds try to call out the Guard on a State, let the Governor say, "Sorry, we don't have the funds to pay for that (the economy, you know). And until the fed hands over cold hard cash, the Guard will just sit and wait".

Sorry, it doesn't work that way. The states contribute almost nothing to the financing of their Guard units. For instance, the State of Georgia's budget line item for the Guard runs less than $2 million per year.
