IIRC, there is a constitutional safeguard concerning any amendment affecting the presidency: were the 22nd to be repealed, the lifting of term limits would not apply to the presidential incumbent at the time of its repeal

There is no such "safeguard" in the Constitution.

Well, there was a provision in the 22nd Amendment when passed, that it would not term-limit the incumbent at the time, Harry S Truman.

I doubt that a 22d Amendment repeal, tailor-made to favor Obama’s ambitions, could gain two-thirds/three fourths approval.

Anyone old enough to remember when the 1970’s Equal Rights Amendment was sailing through the ratification process and suddenly hit a brick wall?
