No crazier than the 'Endangered Species Act' which tries to preserve phenotypes by controlling the environment. Might as well tilt at windmills.
Any good geneticist will tell you to simply hybridize the 'endangered' species with a non-endangered species if it's DNA diversity-loss you want to avoid. Won't have to worry so much about lizards, snails, worms, bugs and frogs that way.
