Because:
1. Lifeboat is enclosed, similar to a cruise ship lifeboat, so all (3) thugs would have to be outside at the same time if you don't want a dead hostage;
2. Lifeboat is bobbing around in the sea;
3. The snipers would be on rolling ships at sea and thousands of yards out.
I'm no expert, but that sounds like a no go for snipers. Maybe someone can correct me.
we used thermal scopes so it would not be hard for a sniper to take these lot out even if they are hiding behind some plastic as their body heat would give them away
