I think he, along with many other leftists, has a weird desire to punish the rich, and it doesn't matter how much the poor and middle class have to suffer to make it happen. I think you're correct. I remember Obama saying, paraphrasing, that he wanted to raise taxes on the "rich" even if it resulted in less revenue, because it is more "fair".
