Maybe a purge or maybe a credible way to allow them to escape prosecution if the island gets freedom.
The hierarchy of the party have been systematically looting the country, converting it to cash and setting up new lives in a commie friendly country like Mexico, Spain, Nicaragua, etc.
Since a fellow traveler has been elected as POTUS they don't have to worry about Nuremberg style trials.
