President Obama has not released details (other than its size 200,000 members and that it would be used only within the borders of The United States of America) or his intentions for The National Civilian Security Force.
Therefore we can only assume or look back in history how similar groups (perhaps) have been used or will be used.

One can speculate thousands of different uses of groups formed by a country's leader. There is simply no way to tell in advance how it will be used.
It could be a private army, a federal national guard or ......?
History has shown in many cases to beware of such "groups", but one never knows until after the fact.
