Could we not in theory compile all email addresses, assuming we can scrape them from the page.

That way we can do one blast to all 100 senators.

I did that and every last one came back. They use a system that logically files and indexes by subject. Otherwise it would be to unwieldy to manage.

You must go to each senator's site use their form so they logically organize them by subject.

Most do not list Stimulus Bill as a topic so you should type in bold letters at the top of your post to them:

“Stimulus Bill” VOTE NO

They can't miss what you are trying to say and they probably don't have the time to read all the emails they receive.
