My guess is they would change fast.
14 is just a number, as is 18. Who decided on that? Why is it of such significance to you?
Again, if they can think through the act, they deserve the harshest punishment available.

There’s a reason we separate rules and regulations for children. They don’t have the mental maturity of adults.

Obviously, he didn’t, because he was apparently convinced that he wouldn’t be killed in the explosion. That’s not “thinking thru the act”
