Good way of putting it. And that’s the ‘ground work’... the resulting “story” is pure propaganda. The “MSM” tag is way too kind.

After Woodward and Bernstein demonstrated that a couple of low-level police reporters could collapse an entire administration, political activists began flocking to “journalism schools” and filling newsrooms. Today those activists/propagandists are editors and publishers. Most reporters today are too lazy or inept to investigate anything beyond what's on the internet. Prizes for “investigative journalism” go to staffers who were simply spoon-fed classified leaks by partisan bureaucrats.

Government at all levels is a big ripe target rich environment. It is almost completely ignored by “investigative journalists” who are more interested in making you believe that the only purpose of business is to rip you off.
