It is a university in PA, Sheppen something.....their slogan is ship happens, common t-shirt, given to her by students.

If I have to guess, it’s at a campaign appearance in Shippensburg, PA, and the shirt refers to my mother’s alma mater, the old state teacher’s college recently redone as a state university located there.
