We did have the eugenics movement trying to get traction here at home around WWII, when our nation was fighting against Nazi Germany. Some states had compulsory sterilization laws & plenty of the "enlightened" promoted voluntary sterilization, see "Appalachia Campaign".

I'm sure that Obama's mindset is stuck on the Tuskegee Study of Untreated Syphilis in the Negro Male, a study that began before we had penicillin. Continuing the study & withholding treatment from its subjects was highly immoral. Those argued for it share the same mindset as those who support embryonic stem cell research.
