Rush is talking about Ms Carly Fiorina. I think he's saying that she missed an opportunity to explain some truths about Fannie Mae because she was not prepared.
Carly Fiorina said that Americans had no right to a job vis-a-vis offshoring jobs.
Perhaps she feeeeeeels that Americans have no right to the truth?

Yep, a Boston Fed study published in 1992 as the Clinton administration began was used to demand lenders make more loans to minority home owners. So all through the 1990s lenders were pushed more and more to make unsound loans. So as much as I dislike government bailouts, I think we have to pay for what was done in our name.
