Here is a novel thought. Drill like crazy, lower the price to mid 1990's prices and watch the consumption go up. The revenue from the increased consumption with fill the state and federal coffers.

Come to think of it, it seems this happened to Federal tax revenue when marginal tax rates were reduced. Amazing how econ 101 works.
