It's within the realm of possibility that had the paper been exposed to high humidity such as from a room dehumidifier or humid summer Chicago days with the windows open and then pressed flat under a stack of papers or in a file, the seal and creases may have ironed themselves out.

I have LOTS of papers and have lived in Chicago since '94. This is not possible.

I know what you are saying, I'm just saying that last year I had to get a new passport and at the passport office, the agent gave more than passing attention to the poorly defined embossing on mine. I remember when I first received it, the seal was very crisp but after 20+ years in a loosely packed file drawer, one summer of which a whole house fan was used to cool the house at nights, the seal is barely discernable.
