I am sure any changes made from 1961 to 1968 did not include completely changing the document.
The document posted as his Birth Certificate looks alot more modern than mine. I am pretty sure that the BC’s looked pretty much the same in 61 and 68.
It could very well be a photoshopped Auto of boat title.
On it - my best friend was born in Hawaii in 1959 and just went through the process of getting a copy of her birth certificate for social security. I've left a message for her to call me and I will see if I can get a whited out copy or at least describe it in detail.
