The best course of action for both the US and Puerto Rico is full Independence for the island. Both entities could go their own way without rancor or bitterness.

Well, I don’t know about the rancor and bitterness part, especially among the Puerto Rican separatists. They often act more anti-American than anti-colonialist, so their dislike of “Yankees” may not end even with independence. Just look at nations such as Cuba and Venezuela.
