If you’ll go back an re-read my post, you’ll see that I’m in agreement with the proper disposal procedure. If people do that (think about it and do the right thing, as you state) then they don’t need to worry. That was my point.

I didn't disagree with you. I only responded to your comment.
People may agree with the proper disposal of hazardous item as we discussed, but many really don't know how to go about it.
It was the same back in the 90’s when CFC’s came into question about the Ozone depletion.
Everyone was concerned but none knew what to do other than stop manufacturing CFC’s. They never realized that the commercial use of other chlorinated solvents like ‘Bleach’ might also have an effect on ozone.
Now the paper/pulp industry no longer uses bleach’ to make their papers white. They use other material such as perborates to bleach paper.
The ironic thing about all this is, that although the USA attempts to do all these nice environmental life saving things, emerging countries like China and India are not following the same road.
I'm not saying we should do the same. I'm saying that the so-called international body called the UN should be coming down on these countries.
The Kyoto Treaty was a sham just as the UN Nuclear Proliferation Treaty hasn't stopped Iran from developing nuclear technology.
American cannot do all these things alone. Our Congress and Senate is responsible for hogtying America to foreign oil. Sure Americans can learn to conserve and cope by making more fuel efficient autos, and better heating systems for homes.
Do you really think China, and India are conned about the same things.
I don't think so.
