Good thought. When my dad was requalifying in DC-3s after WWII, he was doing a night checkout with two other pilots. The check pilot intended to pull an engine on takeoff, and something happened where he ended up feathering the good engine.
Hello, golf course. Everyone was fine, but it put a big furrow in the fairway. Good thing my dad was a golfer - he knew where the nice, long fairway was.

Must be a new plane for him, his registration os 10/2007 for the Beech E-55 (is that a Baron?). Haven’t seen anything on the Beech owners list I subscribe to.

Students are required to show a passport or other proof of citizenship. Try filing for a certificate or even getting a check ride without it.

A new report on a Montrose plane crash that killed two men in July suggests the plane could have been low on fuel. The preliminary report from National Transportation Safety Board investigator Arnold Scott doesn’t come to any conclusions on the cause of the crash.
The report said the flight began in Rifle earlier that morning and a serviceman who checked the plane’s fuel tanks found them to be about half full. The report said Gibson refused an offer to fill them up.
The report quoted witnesses who said the plane was making no noise before it hit and that the propeller wasn’t turning.

They can’t even be students here without a passport, so that is a non problem for foreign students. The 9/11 19 all had passports AND visas!
As I stated, there are millions of foreigners in this country, and many of them are here as students. They can take flight instruction just as easily as chemistry or physics.
If you think for one minute the TSA is any more effective than any of the other alphabet .gov agencies, you need to get out more.
BTW, There will never be another attack using aircraft, that train has left the station. Car bombs are our future.

Wrench gave you a good answer. To his answer I would add the infrastructure. Europe for example has more controlled airspace. Addiitonal fees are imposed in Europe for landings and instrument approaches.
The FAA’s Practical Test Standards for multiengine aircraft says not to initiate an engine failure on the take-off roll at speeds greater than fifty percent of Vmc.
I disagree. The flight schools I work with accept foreign students equally with U.S. citizens. The burden of proof as to the legitimacy of the the foreign student is on the TSA. The student has to go through an extensive TSA performed background check including fingerprints. All the school does is verify that the student’s request for training is legitimate, upload a photograph of the student to the TSA’s website, and advises the TSA when the student has completed or terminated their training. This requirement is for students seeking private, instrument, multiengine or training on aircraft greater than 12,500 pounds MGTOW or that are turbojet powered.
