As editorial page editor of the New York Times in the 90s, Raines frequently penned scathing attacks on the former president.

Sure, I remember all those blistering editorials in the Times condemning Clinton corruption, attacking Hillarycare, calling for a Whitewater special counsel, supporting impeachment, attacking the pardon of Puerto Rican terrorists, the sellout to China, the interventions in Haiti and the Balkans undertaken without Congressional authorization. Just like I remember the Times' endorsement of Bush in '92 and Dole in '96. These all occurred in the alternative universe this writer is living in.

I'm sure Howell did write scathing attacks on Clinton - for not raising taxes higher, for not selling more national security secrets to the Chinese, for not pardoning more unrepentant terrorists and pedophiles, and, for letting the Republicans force him into signing a first step in beneficial welfare reform.

Howell Raines is symbolic of the media in general not bringing up facts until late in the game, only after burying the truth didn't work.

I all seriousness, I think what he means is scathing attacks — for not being liberal enough for commie Raines tastes. Signing NAFTA, welfare reform, not inviting Castro to dinner, failing to jail corporate executives (not named Raines), etc.
