Site a source in context for that statement. You might also explain why his government in exile has drawn up outlines for a democratic government for the unlikely possibility that Tibet might someday have some self-determination. He must not be "strongly enforcing" his secular views the way he does his "religious" rule. lol.....and after reading these sources then maybe you will realize that he wants to continue the Buddist welfare system. That's why I made comment #4 without getting into to much detail about "semi-classified" information.
