I’ve been in Bogota to visit friends. They drive like madmen in Colombia. The death rate is very high and I hear that neither situation is uncommon in South American countries..

Yes, the drivers are nuts down in South America. Mexico too. I lived in Mexico City; once the bus driver stopped the bus, got out of the bus!, and had a punch-fest with some guy who had cut him off.

Rule of Law, so extraordinary.
