What's wrong with being consistent? "To keep" meant "to upkeep" -- to maintain in good working order.

Individuals were to maintain their own weapons and bear them into battle. Nothing awkward about that interpretation.

Nothing except that the meaning of "keep" is not the same as the meaning of "keep up" or "upkeep".

There are those on the present Court who might try to narrow the common meaning of the word "keep", so keep coming up with these ideas. We need to keep the liberals on the Court supplied with good ideas.
