I think this is much along the lines of wargaming. Create a scenario and play it through to see how it unfolds.
If they are worried about legal implications, better to hash them out now, with a nonsense scenario than to wait an see what happens if say they are invaded by chinese troops. It’s a little late to deal with niceties when beijing is raining missiles down on your head.
Of course everyone gets a snicker out of “Space Aliens”, but I guarantee the U.S. military has also run said space alien scenarios and have plans in place should such a thing happen...

But an extraterrestrial invasion might play out in ways that would find the Japanese military prevented, by lawyers, from moving against an extraterrestrial menace. The solution is obvious

One thing I KNOW works against space aliens is that basic little jab/straight-right/left-hook-to-body combination of Roberto Duran’s. Fricking alien ran off squeeling like a pig...

There is one clunker of a movie the Japanese should avoid. It was called "Prince Of Space". The only way I knew about it was through MST3K. There isn't a whole lot in the photo department. The photo below is of the villain, I think.

With so much to put their heads into, I fail to see any merit in the endeavor.It's quite simple, really. Any military technology Japan might develop which would be effective against a technologically advanced extra-terrestrial threat would also be effective against a possible human threat (aka the Chinese and Koreans). Moreover, claiming that the research and development is aimed at a theoretical extra-terrestrial threat allows them plausible deniability to counter the inevitable charges and propaganda by China and Korea that Japan's military programs are aimed at them.
