Seriously? It's for the first time that I hear about some Russian race... I knew about Caucasian, Mongoloid, Negroid races - but not about a Russian one.
In the reality, my point is historical. For many centuries subjects of different empires, including the Communist one, that occupied the territory of what now is known as Russia, had no occasion (any substantial period of time) to develop the civic traits. Serfdom was, and still is, the only reality they knew and lived in.
Unfortunately, they came to like it. Loyal and devoted to the master slave is a happy one - in his own way. That's why they're cheering Putin so sincerely.
As to the choice of the label for the master - dictator or authoritarian - it doesn't matter. Rulers of that vast territory called themselves tzars, emperors, grand dukes and general secretaries, presidents and chairmen of the supreme council; there was one generalissimo, too. So what? Now Putin is choosing a title for himself under which to continue to govern... he may even invent something new, like "The Leader of the Nation" (it's shorter in German - Fuhrer).
Because of the lack of free citizens, free individuals among his subjects, it won't make any real difference
