Not really. That guy had flares strapped to him - no bomb device at all. An IED, while it may used many different types of components, if it is a real bomb, it qualified (improvised explosive device). Flares are not explosive devices.
Umm, I didn't word it correctly but I did mean it tongue- in- cheek. Early reports in the news meadia on that day said, "we are being told that the hstage-taker has an IED" when, of course, it was flares.
