Thanks.... sometimes I’m dense and I was having a hard time getting the gist of your thoughts.
I guess I read the highlighted part as being two different actions..... [1] Calling them into session and [2]adjourning them if they can’t agree upon adjournment.
I think there was agreement by the House and Senate on adjournment and thus I was questioning the ability of the President to adjourn them when they had an agreement...
In any case it’s a moot point at this time as the Senate is scheduled to Convene in less than an hour at 2 pm ET today to begin a period of morning business and the House is to convene at 2 pm ET Dec. 4.

There was in the House but Reid was ‘convening’ the Senate with NO MEMBERS PRESENT for 30 seconds a day just to keep the Senate ‘in session’.
The President calling the members back and then adjourning them would have put a stop to Reid’s back handed way of keeping the President from making any recess appointments.

Concurrent Resolution
Resolved by the House of Representatives (the Senate concurring), That when the House adjourns on the legislative day of Thursday, November 15, 2007, or Friday, November 16, 2007, on a motion offered pursuant to this concurrent resolution by its Majority Leader or his designee, it stand adjourned until 2 p.m. on Tuesday, December 4, 2007, or until the time of any reassembly pursuant to section 2 of this concurrent resolution, whichever occurs first; and that when the Senate recesses or adjourns on any day from Thursday, November 15, 2007, through Thursday, November 29, 2007, on a motion offered pursuant to this concurrent resolution by its Majority Leader or his designee, it stand recessed or adjourned until noon on Monday, December 3, 2007, or such other time on that day as may be specified by its Majority Leader or his designee in the motion to recess or adjourn, or until the time of any reassembly pursuant to section 2 of this concurrent resolution, whichever occurs first.
Sec. 2. The Speaker of the House and the Majority Leader of the Senate, or their respective designees, acting jointly after consultation with the Minority Leader of the House and the Minority Leader of the Senate, shall notify the Members of the House and the Senate, respectively, to reassemble at such place and time as they may designate if, in their opinion, the public interest shall warrant it.

Seems to me Bush could do just that, since no one is in town to vote, emergency executive powers would be valid.
