Why can't we use this money to secure our border, build the fence, create a secure ID system, and let Mexico, a sovereign nation, worry about its own damn legal system? Why are we paying taxes for this, when the Constitution states the federal government is supposed to be ensuring our security, not rewriting the Mexican Constitution. Whose bright idea was this, anyway?

“The Bush administration’s proposed counternarcotics aid package for Mexico would set in motion a vast reengineering of the country’s justice system, revamping the legal education process, creating a network of court clerks and helping to write new laws...”
A load of horsesh#t. Most of it will end up in some corrupt Mexican official’s pocket. And Bush will get his kickbacks.

Ten or fifteen sniper rounds at 0.40 cents each through the skulls of Mexican drug running border police and military personnel would bring about the required "re-education" and save American taxpayers $500 million.
Might not et the Mexican constitution re-written but then we could just mail them a copy of ours.....it's never needed rewriting.

Why can't we use this money to secure our border, build the fence, create a secure ID system, and let Mexico, a sovereign nation, worry about its own damn legal system? Because normalization of the two legal systems is an essential step on the path to the planned reunification of our two nations.

Whose bright idea was this, anyway? That would be King Jorge and his neocon buddies. They'll dispense with all this constitution nonsense when the shove the NAU down our throats.
