To Hillary Clinton and the Democrats this would be a ACLU lawsuit against the prison for letting this happen. Torture would be decried.

Personally, I think the answer to the prison population would be for every prisoner who is sentenced to life in prison or the death penalty, to be issued upon coming into the prison, a "black pill" to be taken at their first opportunity of depression. We as tax payers would certainly be grateful...one less to pay for and "rehabilitate." I know…this would be considered cruel and unusual punishment.

Numerous prison officials would be fired and lose their pensions

An excellent idea, and it's rather odd that this hasn't come into practice in Scandinavian countries where assisted suicide has become an accepted part of law.  Apparently only the old, the sick and the depressed are allowed to end their lives, not those who have inflicted harm upon Society.

I suppose it's unnecessary in the prisons of China because you're more valuable to them alive as a factory worker, and when you've outlived your usefulness they 'harvest' your body organs at a time of their choosing.
