If Dobson was not happy with the choices, then he should have put his third party candidate up as a GOP candidate months ago.

If I read the article correctly, the tax-exempt status of Focus on the Family does not allow Dobson to do that.

I was just thinking the same thing. It is explicitly forbidden. His campaigning now is against a non profit status. I had noticed that he took great pains to say that he wasnt talking on behalf of his organization just himself when he was on Hannity but having meetings and giving interviews belies that point. But (gets ready for the fire), this wouldnt be the first time he has used semantics to do as he pleases or put out what he thinks.
