Since it was a translation and was oddly phrased, I figured it meant that the Israeli's shut it down somehow. I would say that would worry them greatly.

It was my impression from reading a couple of accounts that it wasn’t the Israelis that shut the system down, but that it didn’t function. I gather you are saying the Syrians purposely turned it off...rather than risk having key components destroyed?? Wonder why they would turn the switch to “OFF”?
