Not to be argumentative. There may be a treaty, but he apparently needs to get permission to land or a visa or something because I always read that there is some paperwork required for the visit.
So he does not have supreme rights to come if he has to ask.
Therefore if you have to ask the answer is no.

Perhaps Pres. Fred couldn’t keep the guy out, but he, sure as Allah, could make ImaNutJob very uncomfortable while on his visit to the U.S.
Last time I checked every foreignor needs a visa to come here. Visas can be denied by the State Department for minor reasons, let alone for being a terrorist head of state who is directly responsible for the murder of dozens and dozens of US troops.

I would differ with you on that point. This terrorist setting foot on our soil could be a grave national security risk. He could have intentions to unleash sleeper cells or some similar plan. At that point its a military decision. I only hope Thompson means what he says.
