Don't be so quick to dismiss this "minimal English proficiency" requirement. What this article mentions -- but doesn't really elaborate on -- is that the Federal government doesn't do much enforcement of Federal Motor Carrier Safety Administration regulations at all. It's STATE law enforcement officers who enforce these regulations -- and I predict there are plenty of states in this country (Oklahoma and Georgia are two that immediately come to mind) that will quickly get a reputation as "No Go" zones for Mexican truckers.

A new Colorado law went in effect today requiring truckers to carry chains on their trucks between Sept 1 and May 1. Do you think the Mexican truckers will have to obey this law? How do you say snow chains in Mexican? Mexican trucks don’t need no stinkin’ snow chains!
