Who decided that new rules were supposed to apply? It's silly because hardly anyone, except political wonks, are even paying attention right now. There will be plenty of time for Fred to make his positions known before the first Republican primary, because, by announcing well after all the others, he will be something new and fresh rather than old and stale, and with the media buzz, regular folks will start paying attention.
