Organizations Try to Adopt New Strategies in The Face of Growing Local Initiatives in USA Aimed Against Illegal Aliens ("Undocumented" [sic])
WASHINGTON, D.C. Anti-illegal alien measures are proliferating coast-to-coast in the United States. Adding to that the new federal administration initiatives, pro-immigrant groups are up against he wall, so that there is the need to organize strategies to counter this big wave, such as conducting marches, as this battle promises to intensify. Eric Guttierez is a lawyer in charge of legislative affairs for the Mexican American Defense group called MALDEF. He said that their group wants to be everywhere at any time, but it is simply not possible and for that reason they are required to take anti-measures on state levels and work with local organizations with effective strategies to fight the new anti-illegal immigrant initiatives.
MALDEF has had some luck in restraining many of these initiatives. For example, last week, they were successful to have the federal government weigh on behalf of day laborers against the city of Baldwin Park, California, which tried to get through a resolution prohibiting public solicitation for work in parking lots and on the street by the illegal aliens. They were successful in coalition with the National Network of Day Laborers (NDLON) and the United Day Laborers of Baldwin Park.
But Guttierez says over all the local initiatives are growing, and for MALDEF it simply is impossible to fight then everywhere throughout the country. It would be complicated and expensive. After the failure of the US federal government to pass immigration legislation of a comprehensive nature to help the immigrants, the fight then passed to the States and the localities of the USA. But at the same time there are pronounced differences on just what is the best strategy to fight such initiatives in legal battles.
There arose differences on just how to go forward as the best way to push for help for illegal immigrants, but now there are differences as various local measures that are anti-immigrant come up. Boycotts? Marches? Demonstrations?, Direct Lobbying of local US Councilmen and Supervisors? Telephone Calling Campaigns? The Naturalization for the Right to Participate in Elections?
These are the questions, but the answers are all complicated, just as the Hispanic community itself is diverse. Each community seeks its own ways to counter this wave, to try to be effective.

--In Prince William County (in Virginia), for example, they have no other option, because of the anti-illegal alien initiative which got through, even though in his opinion the voices of pro-illegal aliens would surpass those of the anti-immigrants.

Currently a life time member of the Council on Foreign Relations, he previously he served as the president of the National Council of La Raza from 1974 2004; and now works primarily as an advocate for the creation of a political union between the United States, Mexico and Canada through a variety of non-profit advocacy groups.
Yzaguirre was born to Mexican American parents Ruben Antonio and Eva Linda (Morin) Yzaguirre, and grew up in the South Valley of Texas. Director of the National Council of La Raza In 1968, the Southwest Council of La Raza was organized with funding from the Ford Foundation. By 1972 organization changed its name to the National Council for La Raza (National Council of the Race in English), and moved its offices to Washington, DC. In 1973, the Ford Foundation, then the NCLR's sole funding source, demanded a change in the organization's focus and direction by threatening to withhold funding, and forced then NCLR President Henry Santiestevan out of office. In 1974, Yzaguirre was elected the second President of the NCLR. The Ford Foundation was pleased with Yzaguirre and continued to be a top donor of the NCLR throughout Yzaguirre term.[3]
Under Yzaguirre, the organization grew from a regional advocacy group with 17 affiliates to over 300 that serve 41 states Puerto Rico and the District of Colombia. Yzaguirre expanded membership criteria so it was not limited only to ethnic Mexicans , but also included Puerto Ricans, Dominicans, Argentines, Cubans and others. This paved the way for the National Council for La Raza to open offices in New York city and San Juan.[4]
Through his tenure Yzaguirre built the NCLR into a 35,000 members organization, with revenues exceeding $42 million, primarily through his courting of donation from Multi-National corporations[5] and organizations that promote globalization.
As President, Yzaguirre often engaged in hyperbole and sensationalism to promote his racial / raza agenda. In the 1990s Yzaguirre said, "US English is to Hispanics as the Ku Klux Klan is to blacks." He was referring to US English the nation's oldest, largest citizens' action group dedicated to preserving the unifying role of the English language in the United States.[6]
Yzaguirre is a lifetime member and serves on the Member Selection Committee [7] of the David Rockefeller headed Council on Foreign Relations[8] and was a member of the Independent Task Force on North America.[9] In May 2005, task force published Building a North American Community. A plan that calls for greater cooperation between the United States, Canada and Mexico through the degradation of national sovereignty. The plan also calls for the free movement or goods, capital and people in a North American union.
The Raul Yzaguirre Policy Institute The Raul Yzaguirre Policy Institute operates out of the University of Texas Pan American and was named after Yzaguirre. It's stated goal is, "To inform policy, and the civic leaders who frame it, for the benefit of the Hispanic community and the nation as a whole." The institute primarily receives corporate and government funding, continuing Yzaguirre's commitment to bringing corporate interests and government interests together. Its new facilities [10] were partialy funded with a 2005 Department of Education earmark of $635,000. [11]
Advisory council of the Institute represent a who's who of government and corporate elite. Including politicians such as Hillary Clinton, John McCain, former President of Mexico Ernesto Zedillo whose role at the institute will be to provides expertise to the global perspectives area of work for the Institute.[12]. As well as corporate leaders of UPS, Coca-Cola and Frito-Lay. [13]
Position at Arizona State University As part of Michael Crow's commitment to a "New American University" at Arizona State University, he appointed Yzaguirre to the position of presidential professor of practice in community development and civil rights at ASU. [14] One of the Boards that he serves on at ASU is the North American Center of Thransborder Studies (NACTS) which has a goal of advancing teaching and research on North American regional integration by providing a space for professionals in the university, policy, and business communities to access a growing body of merging the United States, Mexico and Canada into a single political entity. The NACTS is a project of the Pan American Partnership for Business Education and the Council of the Americas and the Kansas City International Affairs and Trade Office, which is part of North Americas Super Corridor Coalition (NASCO).
Awards and Honors In 1979, Yzaguirre was the first Hispanic to receive a Rockefeller Public Service Award for Outstanding Public Service, endowed by John D. Rockefeller, Jr. from the Trustees of Princeton University. However the most important honor Yzaguirre feels he has received was presented by the Mexican government. [17] Yzaguirre received the Order of the Aztec Eagle in 1993, the highest honor awarded by that country to citizens of another nation.[18]
The NCLR headquarters building in Washington, DC was named after him in 2005.
I believe that the title “illegal immigrant” is just a PC expression. After all, we do have a department of Immigration and Naturalization but no department that handles illegal aliens in the country. It is just that there are lots of people who do not recognize or want to recognize the word “illegal”.
