A division with the Colorado Homeland Security Office confirmed it is investigating reports of suspicious activity involving the photography of office buildings in downtown Denver.
The Colorado Information Analysis Center is downplaying concerns about the reports.
"If the public is in danger, we let them know. In this case, it hasn't risen to that level," said Lance Clem, the spokesman for the center.
The center was contacted about the suspicious activity after an email was sent among about 500 employees of the U.S. Department of the Interior's National Business Center in Lakewood.
That email was circulated last week. It reportedly repeated a rumor of suspicious surveillance activity of at least two city blocks in downtown Denver.
It went on to say the individuals taking the pictures ran away when building security officers approached them.
Security officials said the email should have never been distributed.
"There are good reasons for us not revealing a lot of that information. Part of it is because we don't want to panic people. Another reason is it's damaging to the investigation," Clem said.
Clem said he could not comment on the allegation people were taking suspicious pictures. "People take pictures all the time."
The spokesman said the office receives information all the time and has received about 150 reports of suspicious activity this year. That's double the number the office received last year.
U.S. Homeland Security Secretary Michael Chertoff said he expects construction of a Texas-Mexico border fence to begin by fall. He pledged to consult with local communities on the fence design but said he won't give them a veto on the plan.
"I expect we'll be doing some construction in Texas this fiscal year," Mr. Chertoff said.
The government's fiscal year ends Sept. 30.
