I feel for you, our previous neighbor had Pomeranians like that. It would seem that these are good reasons to a dog.

In all honesty I cant blame the dog, if the owner would give it just a little attention it would not be this way. It has not had any training what so ever.

Contrary to what some here may think, I believe there is always a reason for this behavior...it’s usually the owners fault.
