The days of citizen-only revolution (notice, I said citizen-only; this precludes funding from outside) being feasible are gone. Even if you could buy any armament you like, from RPGs to tanks and bombers, the vast majority of people would not be able to afford it.

And most of Bill G's assets are not cold cash--they are vested in Microsoft stock (so, pragmatically, he couldn't cash in all his chips today and get $70.5 billion).
