This re-focusing on guerilla (counter-force) tactics instead of terrorism (non-selective use of violence or threat of violence against CIVILIANS) is a positive development, reflecting the futility of terrorism. This is happening in Iraq as well, but being reported as negative instead of positive.

These guys may be many things...stupid is not one of them. At least some in leadership have figured out that blowing up civilians does not buy them a lot of community support, where as blowing up the Army or government building (often viewed as corrupt) does get then support and more importantly new recruits
