Carter was just comparing Nixon (good) to Bush (bad) foreign policy. Nixon walked away from a war and let a Communist regime take over. That is a plus for Nixon in Jimmy the Peanut's world. Bush is standing fast and fighting to win against an Islamic Fascist enemy. From Jimmy Carter's point of view (all cultures are equal and we should not prejudge) that is a very bad thing. Minus points for Bush.
Bottom line: Yes, Jimmy you are the Bozo we thought you were when we through you out of office and installed a true American.
