This isn't treason and bad legislation isn't a crime.
CFR was a crime. The president signed the bill knowing that it was unconstitutional and hoping that the Supreme Court would overturn certain provisions. If he believed the legislation was unconstitutional in any way, he was under a solemn oath to veto it. He didn't.
