Honest question, part two: Does anyone really expect an illegal to fork over $5,000 in cash just to get a Z Visa? With identity theft, most of them already are receiving Social Security and/or Unemployment and/or Welfare payments, so the American taxpayer will pay the $5K one way or another. The honest ones will no doubt cry poverty and their debt will probably be forgiven.

That was my thought exactly---there's no way an illegal's going to pony up $5K for something he or she is already getting for free, or just for the sake of making things "right."
