U.S. Seeks Closing of Visa Loophole for Britons

Omar Khyam, the ringleader of the thwarted London bomb plot who was sentenced to life imprisonment on Monday, showed the potential for disaffected young men to be lured as terrorists, a threat that British officials said they would have to contend with for a generation.

But the 25-year-old Mr. Khyam, a Briton of Pakistani descent, also personifies a larger and more immediate concern: as a British citizen, he could have entered the United States without a visa, like many of an estimated 800,000 other Britons of Pakistani origin.

American officials, citing the number of terror plots in Britain involving Britons with ties to Pakistan, expressed concern over the visa loophole. In recent months, the homeland security secretary, Michael Chertoff, has opened talks with the government here on how to curb the access of British citizens of Pakistani origin to the United States.

ROCHESTER, N.Y. – Attorney General Alberto R. Gonzales today announced the expansion of the Justice Department’s Comprehensive Anti-Gang Initiative to include four additional sites targeting dangerous street gangs and promoting prevention efforts to keep communities and neighborhoods safe. Attorney General Gonzales made the announcement during a visit to Rochester, N.Y., one of four sites that will receive $2.5 million in additional grant funding to combat gang violence. Oklahoma City, Indianapolis and Raleigh-Durham, N.C. were also selected to receive funding as part of the Department’s Comprehensive Anti-Gang Initiative.

“Helping law enforcement, state and local leaders, and parents combat gang violence so that our nation’s youth can grow up in safe communities is one of the Justice Department’s top priorities,” stated Attorney General Gonzales. “The Comprehensive Anti-Gang Initiative provides federal, state and local law enforcement with additional resources to increase law enforcement and prevention efforts in targeted areas across the nation. Today’s announcement reinforces the Department’s commitment to keeping America’s neighborhoods safe.”

In February 2006, Attorney General Gonzales announced the creation of the Justice Department’s Comprehensive Anti-Gang Initiative, designed to support law enforcement combating violent gang crime, while also promoting prevention efforts that discourage gang involvement. As part of the initiative, in May 2006 the Department provided anti-gang resources for prevention, enforcement and offender reentry efforts to six sites across the nation: Los Angeles, Tampa, Cleveland, Dallas/Ft. Worth, Milwaukee and the “222 Corridor” that stretches from Easton to Lancaster in Pennsylvania. The Comprehensive Anti-Gang Initiative has already made strides in the original six sites. For example, in Cleveland one of the most violent gangs operating in the target area has been dismantled through both federal and state investigations and prosecutions that have resulted in 63 federal and state indictments. Fifty-five defendants have pled guilty and the remainder are awaiting trial.

The four additional sites were selected to receive these grant funds based on a variety of factors, including the need for concentrated anti-gang resources, established infrastructure to support the envisioned prevention, enforcement and re-entry components, and existing partnerships prepared to focus intensely on the gang problem. U.S. Attorneys in the four sites selected today will be responsible for coordinating federal, state and local efforts under this initiative.

The Justice Department’s strategy to combat gang violence around the nation is two-fold: First, prioritize prevention programs to provide America’s youth, as well as offenders returning to the community, with opportunities that help them resist gang involvement. Second, ensure robust enforcement policies when gang-related violence does occur.

The U.S. Attorney in the selected areas will work with state, local and community partners to implement strategies that address the following areas:

Prevention – The Department will make available approximately $1 million in grants per community to support comprehensive prevention efforts such as the Gang Reduction Program, which focuses on reducing youth-gang crime and violence by addressing the full range of personal, family and community factors that contribute to juvenile delinquency and gang activity.

Enforcement – The Department will make available approximately $1 million in grants per community to help support enforcement programs that will focus law enforcement efforts on the most significant violent gang offenders.

Prisoner Re-entry – The Department will make available approximately $500,000 per community to create re-entry assistance programs with faith-based and other community organizations that will provide transitional housing, job readiness and placement assistance, and substance abuse and mental health treatment to prisoners re-entering society.

Since 2001, the Department of Justice has allocated over $1.6 billion to combat violent crime at the federal, state and local levels. The Comprehensive Anti-Gang Initiative complements existing Department of Justice programs to combat gangs and reduce gun-related crime throughout the country. Those programs include the Violent Crime Impact Teams, Safe Streets Task Forces and the Project Safe Neighborhoods (PSN) initiative, under which the number of federal firearms prosecutions has more than doubled in the past six years, compared to the six years prior to PSN’s implementation.

Homeowner says he shot at intruder (NH)

Police say a Hampton Falls (New Hampshire) homeowner took a shot at an intruder in his home this week. Investigators say the man reported seeing shadows inside when he arrived home Monday night, so he grabbed a shotgun, went inside and came face-to-face with an armed, masked intruder.

Police say the homeowner fired a shot, but missed. As he called 9-1-1, the intruder escaped.

Police who searched the area did not find anyone and said nothing had been taken from the home.

Shots fired at armed midnight intruder (AR)

Responding to a call for help around midnight, the parents of Rebecca Little of 150 County Line Road arrived to see a man armed with a shotgun fleeing from the residence.

When told to stop, the man reportedly turned and pointed the shotgun at the parents, and a shot was fired at him in return before he fled into a wooded area.

Sgt. Mike Price with the Independence County Sheriff’s Office said Little told him that she was awakened by someone knocking and then pounding on her door around midnight.

Unable to see anyone outside, Little said she called her mother and step-father, Tony and Debbie Mesa, to come to her house.

“When they arrived they saw a white man, approximately 18 to 25 years old in a white T-shirt and jeans with short blond hair, run from the area of the house near the master bedroom into the backyard,” Price said.

“The suspect was carrying a shotgun with a black synthetic stock. Mr. Mesa yelled for the suspect to stop and at that time the suspect turned around to face Mr. Mesa in a threatening manner. Mr. Mesa stated he then fired his pistol at the suspect, but didn’t’ believe he had struck the suspect,” Price said.

The intruder then reportedly fled into a nearby wooded area in the direction of Marce Lane, and the family left the residence to call police, mistakenly leaving a door unlocked.

Price said when officers arrived they searched the area but couldn’t find anyone and then called for Little to return home.

After the family left someone reportedly entered the home, pulled a bed comforter and sheets from a bed and threw them in the floor. Two other comforters, a cell phone on a charger and a package of diapers were reportedly taken from other areas of the residence.

No suspects were listed at the time of the incident, according to Price.

Scientists aren’t sure what is causing the disappearance and death of these bees but have linked the symptoms to “colony collapse disorder.”

“We first started noticing losses in 2006. We were hoping that it was just a fall occurrence, but it has continued into the spring,” said Dewey Caron, a University of Delaware entomologist who is studying bees to understand the mysterious deaths.”

WND has obtained a copy in Spanish of a news release issued Tuesday reporting on a press conference given April 24 by Manuel Rodriguez Arrequi, an undersecretary of the Mexican Secretaría de Comunicaciones y Transportes, or SCT, the Mexican counterpart to the U.S. Department of Transportation.

According to the May 1 release, the Mexican Senate gave approval April 24 for the SCT to finalize negotiations with DOT to set the operating terms regarding what is now being called a “Cross-Border Demonstration Project.”

The news release also stated that as a result of a series of meetings held between April 19 and 27, an agreement had been signed between SCT head Luis Téllez and his counterpart, U.S. Secretary of Transportation Mary Peters, formalizing the terms under which the project will be conducted.”

U.S. Embassy Antananarivo issued the following Warden Message on May 3:

In recent days, unrelated demonstrations in several coastal cities in Madagascar have strengthened and expanded beyond their original base. Demonstrators in Tulear (Toliara) abducted and held a government official hostage and looted local stores, while police in Diego Suarez (Antsiranana) fired on demonstrators, wounding one. Several Malagasy citizens who are ethnically from the central highlands, a region historically at odds with the coastal areas, have departed coastal cities as a precaution. Although the demonstrations began with limited protestors protesting specific topics, the demonstrations have become more generalized and widespread.

At this time, there are no indications that American Citizens or other foreign nationals are being targeted. However, the situation remains very fluid. Currently, U.S. Embassy personnel are being encouraged to defer non-essential travel to the affected areas. The Embassy is monitoring the situation. American Citizens traveling to coastal areas of Madagascar, particularly the cities of Tamatave (Toamasina), Diego Suarez, Mahajanga (Majunga) and Tulear, are urged to carefully consider their travel to the area, and if in the area to exercise caution, avoid areas of demonstrations, and to depart as quickly as possible when in the vicinity of any demonstrations or large crowds. American Citizens are reminded that even demonstrations intended to be peaceful can turn confrontational and possibly escalate into violence.

For the latest security information, Americans living and traveling abroad should regularly monitor the Department’s Bureau of Consular Affairs Internet web site at http://travel.state.gov , where the current Worldwide Caution, Public Announcements, and Travel Warnings can be found. Up-to-date information on security can also be obtained by calling 1-888-407-4747 toll free in the U.S., or, for callers outside the U.S. and Canada, a regular toll line at 1-202-501-4444. These numbers are available from 8:00 a.m. to 8:00 p.m. Eastern Time, Monday through Friday (except U.S. federal holidays).

U.S. Embassy Tashkent issued the following Warden Message on May 3:

The Consular Section of the U.S. Embassy has learned that, during the past few weeks, two local female residents were assaulted in the Yunusobod neighborhood near the Embassy compound. According to police accounts, a woman was lured to a secluded area in the large field located behind the Embassy where the assailant attempted to rape the woman. The woman was able to escape unharmed. A second victim was raped and badly beaten in an apartment building across the street from the Embassy. It is unknown if the same attacker is responsible for both incidents. The police have yet to arrest any individuals in connection with these two incidents.

The Embassy has reminded its employees, and would like to remind all American citizens, male and female, to practice good personal security, especially in the Yunusobod neighborhood, by observing the following suggestions:

1. Always be aware of your surroundings;
2. Do not walk alone after dark, and if possible, walk at all times with a partner;
3. Attempt to stick to well lit roads, sidewalks, and paths;
4. Do not take shortcuts through alleys or vacant lots;
5. Do not engage in conversations with strangers on the street.

Relief Worker Executed as Burma Army Launches New Attacks on Karen Villages

SURREY, ENGLAND (ANS) — A member of the Free Burma Rangers relief team has been executed by the Burma Army.

The killing occurred on April 10. According to a news release from Christian Solidarity Worldwide (CSW), Lee Reh was captured two days earlier as he was providing humanitarian assistance to villagers in Karenni State. He was then taken to the Burma Army headquarters where he was interrogated and tortured before being shot dead. CSW reported that in 2006, the Burma Army began its worst offensive against civilians in Karen State in almost a decade. Over 27,000 civilians were displaced in Karen State last year, and several thousand have been displaced so far this year. Karenni State is situated between Burma and Thailand. One web site (www.unpo.org/member_profile.php?id=29) says, “For almost five decades the Karenni people have endured extreme Burmese persecution and have fought to retain their unique identity and sovereignty.” According to its web site, the Free Burma Rangers is a humanitarian service group. Members “bring help, hope and love to people in the war zones of Burma. Ethnic pro-democracy groups send teams ... into the areas under attack to provide emergency assistance and human rights documentation. Together with other groups, the teams work to serve people in need. The teams are to avoid contact with the Burma Army but cannot run if the people cannot run.” Lee Reh was captured after patrolling Burma Army troops attacked Ha Lee Ku village, killing one pro-democracy Karenni soldier. On April 9 the Burma Army also arrested the headman and secretary of the village, although their whereabouts remain unknown. In Karen State, CSW reported, three Burma Army battalions burned down four villages on April 22. One villager was killed in the attack as he tried to escape. More than one thousand people fled the villages and are now in hiding. According to CSW these attacks follow a month of smaller assaults against villagers in northern Karen State, during which five people were killed and a nurse was shot and severely wounded. CSW’s National Director Stuart Windsor said in a news release, “The tragic and brutal death of Saw Lee Reh Kyaw, who was providing much needed assistance to the Karenni people, illustrates the brutality of the Burmese regime. Their total disregard for the lives and needs of the Burmese people is horrifying. The international community, and particularly Burma’s neighboring governments, must send a clear signal to the ruling military junta that these violations of human rights cannot be tolerated.” Since 1996, CSW reported, over 3,000 villages in eastern Burma have been destroyed by the Burma Army, and it is estimated that one million people are internally displaced.
