Yes they have, which is why I know of several trucking firms that will not deliver to HEB warehouses.
Reason: they are given a delivery appointment, then "something happens" to the appointment, and the Mexican shipper/receiver tells them they can either pay $100 to get unloaded right away, or he will make them wait a day.

And that’s why I don’t shop in HEB! They have too much of what I don’t want, and not enough of what I do want.
Slightly off topic:
I have gone to the Long Beach Grand Prix almost every year of it's existance, not because it is a good race (its not) but because it's close.
Missed last year due to travel.
